Founded in 2018 through the acquisition of Spivey Utility Construction, StarLink Construction Utilities combines decades of underground construction experience with modern project management systems to support infrastructure projects across Florida.

Our team specializes in underground utility construction, directional drilling (HDD), utility relocations, and infrastructure installation for power, water, sewer, communications, and fiber networks. From planning and coordination to construction and project closeout, we deliver reliable solutions that help utilities, municipalities, and infrastructure partners keep projects moving forward.

Tony Whitehead

Chief Executive Officer

Bringing more than 30 years of business and management experience, Tony provides overall direction for StarLink's strategy, leadership development, and safety culture, ensuring that field operations, project management, and support teams remain aligned on quality and accountability. Tony spent 24 years with Dominion Virginia Power, rising from trainee to Manager before taking an early retirement. He later founded and led StarTek WorkForce Solutions, a nationally recognized cable contracting firm. A former United States Army servicemember, Tony attended Liberty University studying Theology and leads with a safety-first, people-focused approach that keeps crews prepared and projects moving.

Christian Whitehead

President

Overseeing day-to-day operations and execution across StarLink's utility infrastructure projects, Christian works with project managers, field leaders, and support teams to align planning, resources, and communication so work is completed safely, on schedule, and to spec. Christian has held leadership roles across underground construction and telecommunications, including serving as Chief Strategy Officer at StarLink, Chief Operating Officer at StarTAK Fiber, and President of StarTek Workforce Solutions. He holds a Bachelor's Degree in Marketing and Management and leads with a focus on accountability, communication, and results.

Mike Childers

Chief Financial Officer

Overseeing finance, treasury, risk management, and compliance across the business, Mike works closely with operations leadership to align budgets, cash flow, and controls with project needs so work can be completed safely, on schedule, and with minimal friction. Mike has spent more than two decades in accounting and finance, including nine years with Tampa Electric focused on the electrical grid and four years supporting the Star Family companies. He holds a Bachelor's degree in Finance from the University of South Florida and leads with a highly accountable, detail-driven approach that emphasizes planning, risk awareness, and smooth, reliable operations.

John Hanks

Director of Operations

Overseeing day-to-day operations across Florida's utility market in the power, water, and telecommunications sectors, John brings 20 years of nationwide telecommunications management experience and eight years specializing in the power conduit industry, helping ensure projects are planned effectively, built safely, and delivered with a strong customer focus. John is committed to upholding StarLink's core values by treating safety and customer service as interconnected pillars of organizational health. He holds a degree in Business Administration from Saint Leo University and, outside of work, enjoys cooking, fishing, and spending time on the water with his wife.

Overseeing safety and regulatory compliance across StarLink's underground utility operations, John works closely with field leaders and project teams to ensure work is planned and executed safely while meeting national, state, and local requirements. With more than 40 years of experience in the electrical and utility construction industries, John brings deep technical expertise and a safety-first mindset to StarLink's leadership team. He is a State Certified Electrical Contractor and State Certified Underground Utility & Excavation Contractor and holds a B.S. in Business Management.

Overseeing fleet operations, equipment maintenance, yard management, and compliance, Daniel works closely with operations teams to ensure vehicles and equipment are safe, reliable, and available to support project success. With more than 40 years of experience in mechanical systems, collision repair, fabrication, electrical troubleshooting, and field operations, Daniel brings a wealth of practical expertise to the organization. He leads with a safety-first, solutions-oriented approach focused on keeping crews productive and customers satisfied. Outside of work, Daniel enjoys spending time outdoors with his wife and daughter.

Director of Human Resources

Partnering with senior leadership to drive strategic HR initiatives, ensure compliance, and support organizational growth, Kay oversees key human resources functions, including employee relations, talent acquisition, policy development, and benefits administration across the organization. Kay brings extensive experience in human resources, management, and leadership development, with a focus on building strong, engaged teams and scalable people processes. She holds a Master's Degree in Human Resource Management from Nova Southeastern University and maintains both PHR and SHRM-CP certifications. Kay leads with a people-focused, safety-centric approach that supports StarLink's workforce, culture, and performance.

Overseeing administrative and operational functions that support StarLink's daily operations and strategic initiatives, Liz brings more than 27 years of experience in the telecommunications industry. Liz leads with a process-driven approach focused on efficiency, accountability, and continuous improvement.
